Minutes – September 9, 2019

Commissioner Wilson Presiding

1. Commissioner Wilson called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner McCloud moved to approve the agenda with the addition of Treasurer Rita Smith and the Barton County Treasurer Jim Jordan and the minutes of the August 26th session as prepared. The motion carried following a second by Commissioner Wiens.

3. No public comments.

4. Commissioner Wiens moved to enter into executive session from 9:02 to 9:15 for a non-elected personnel matter concerning employment and will return to open session at 9:15 in the Commissioners Room. The motion carried unanimously following a second by Commissioner McCloud.  Treasurer Rita Smith, Barton County Treasurer Jim Jordan and County Clerk Alicia Showalter were present for the session.

Commissioners returned to open session at 9:15 in the Commissioners Room at the Courthouse.

5. Detention Supervisor Tim Weaver appeared to present updates to the Commissioners. He reported on the fingerprint machine and needed repairs.  The cost will be approximately $10,000 and will come with a new maintenance agreement.  Tim presented two employment status forms for new hires.  Commissioners approved the new hires pending the Workfit and drug screen.

6. Public Works Administrator Tom Robl appeared to present updates to the Commissioners. He reported that the walls from water damage at the airport have been repaired.  Tom reported that there was a refund from the Fracture Critical Bridge Inspections in the amount of $4,851.58.

7. Commissioner McCloud moved to enter into executive session from 9:45 to 9:55 for a non-elected personnel matter for a performance appraisal and will return to the Commissioners Room at the Courthouse. The motion carried unanimously following a second by Commissioner Wiens.  Public Works Administrator Tom Robl was present for the session.

Commissioners returned to open session at 9:55 in the Commissioners Room at the Courthouse.

8. County Clerk Alicia Showalter updated the Commissioners on the security system installation at the Courthouse to begin next week and the need for a Commissioner to be available for a Safety Inspection at 10 a.m. on Tuesday.

9. Noxious Weed Director Levi Beaver appeared to present quarterly updates to the Commissioners. He reported on the budget status, and various activities of the department including courthouse mowing, vehicle repairs, spraying, building permits, wastewater permits, mortgage inspections, and flood damage to township roads.

10. County Clerk Alicia Showalter presented a quote for a new firewall for the Courthouse computer system. The quote is from Gilmore Solutions for the amount of $1,372.53. Commissioner McCloud moved to approve the firewall for the computer system at the Courthouse in the amount of $1,372.53 from Gilmore Solutions.  The motion carried following a second by Commissioner Wiens.

Alicia presented the Primary Bank signature sheet for signatures.  Commissioners discussed banking leave to assist new hire employees with leave needed for illness or doctor appointments in the first few months of employment.  Further research will be completed and presented in the near future.

11. Amy Boxberger with the Community Corrections Services appeared to present the Year End Outcome Report. She reviewed the goals and the year end figures. She requested approval.  Commissioner Wiens moved to approve the Community Corrections Year End report.  The motion carried unanimously following a second by Commissioner McCloud.

12. Marissa Woodmansee with Juvenile Services appeared to request approval of an Interlocal Cooperation Agreement. Commissioner McCloud moved to approve the Interlocal Cooperation Agreement with the 20th Judicial District Juvenile Services for the Kansas State Block Grant and Comprehensive Plan. The motion carried unanimously following a second by Commissioner Wiens.

13. Public Health Administrator Marci Detmer appeared to present updates to the Commissioners. She reported on the site visit from KDHE for immunizations and reviewed the figures of doses and dollars. Marci discussed the job offer for the part time nurse and requested the ability to offer health insurance.  Marci discussed the repairs to a window that was broken when the lawn person was weed eating and a rock was thrown.  Marci discussed lawn repairs made at Health department by the Public Works department and the need for more attention to the repairs.  Marci will contact Tom at the Public Works department to discuss the repairs.

14. Commissioner McCloud moved to enter into executive session from 12:00 to 12:10 for a non-elected personnel matter concerning employment and to return to the Commissioners Room at the Courthouse at 12:10. The motion carried unanimously following a second by Commissioner Wiens. County Counselor Scott Bush was present for the session.

Commissioners returned to open session at 12:10 in the Commissioners Room at the Courthouse.

15. Commissioners agreed to meet either Thursday, September 12th at 3 p.m. or Friday, September 13th as 9 a.m. to review and approve mid-month vouchers.

16. Commissioner Wilson adjourned the meeting.
