Minutes – September 23, 2019

All Commissioners Present
Commissioner Wilson Presiding

1. Commissioner Wilson called the meeting to order at 8:04 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda and the minutes of the September 16th session with the following change to #4 (Commissioners discussed a change in noxious weed subsidies. Commissioners devised a memo from the Commissioners concerning the suspension of Noxious Weed subsidies. Commissioner McCloud moved to approve the memo and Commissioner Wiens seconded.) The motion carried following a second by Commissioner McCloud.

3. Commissioner Wilson moved to enter executive session from 8:15 to 8:45 for a non-elected personnel matter regarding performance review for the weed department and will return to the Commissioners Room at the Courthouse at 8:45. The motion carried unanimously following a second by Commissioner McCloud.

Commissioner Wilson, Commissioner McCloud, Commissioner Wiens and County Counselor Scott Bush were present.

4. Commissioner Wiens moved to continue executive session from 8:45 to 9:00 for a non-elected personnel matter regarding performance review for the weed department and will return to the Commissioners Room at the Courthouse at 9:00. The motion carried unanimously following a second by Commissioner McCloud.

Commissioner Wilson, Commissioner McCloud, Commissioner Wiens and County Counselor Scott Bush were present.

5. Commissioner Wilson moved to enter executive session from 9:03 to 9:45 for a non-elected personnel matter regarding the weed department director and will return to the Commissioners Room at the Courthouse at 9:45. The motion carried unanimously following a second by Commissioner McCloud. Note: The executive session ended at 9:41.

Commissioner Wilson, Commissioner McCloud, Commissioner Wiens, County Counselor Scott Bush and Rice County Weed Director Levi Beaver were present.

Note: Rice County Weed Director Levi Beaver was asked to leave the executive session from 9:27-9:32.

6. Rice County Weed Director Levi Beaver offered his resignation as a Rice County employee by the end of the day at 4:00 pm. He noted that he would turn all his keys and credit card into the Clerks office during his exit interview later today. Commissioner McCloud made a motion to accept Levi Beaver’s resignation as of 4:00 on September 23, 2019. Commissioner Wiens second, motion carried

7. Commissioner Discussion:

*The Health Department window that was shattered by the lawn care has not been fixed.
*County Counselor Scott Bush suggested that the Commissioners decide on who is going to cover resigned Rice County Weed Director Levi Beaver’s duties and what they are going to do for the short-term transition.
*Discussed some of the duties of the 2 employees of the Weed Department. Commissioner McCloud suggested they start spraying ditches in the county for bind weed.
*Is there a possibility that Russell Hadley would take on the Weed Director position?
*Commissioner McCloud asked County Counselor Scott Bush how to go about selling the EMS building in Sterling that is owned by the Commissioners and the City of Sterling.

8. Public Works Administrator Tom Robl appeared to present updates to the Commissioners. Tom informed the Commissioners that the ALP (Airport Layout Plan) had funds to put in a new parking lot on the east side of the existing hanger and then put in a new road into the airport and that would make the old one non-existent. The Commissioners asked Tom to bring whatever he has regarding this to next weeks meeting. The hot water heater in the airport office also needs replaced. Temp Aire is going to do this and some additional plumbing for $1300.00. The rest of the airport office should be complete for the water issues, including sheetrock repair, drying the office out, plumbing, cleanup and electric bill.

Public Works Administrator Tom Robl was also inquiring about whether he needs to get the airport mowed for the fly in and Fair on the Square this weekend.

He also noted that Kala Oden’s last day as the office help for the Weed Department and the Road and Bridge department will be Thursday, September 26, 2019. In talking with Kala and Linda Pflughoeft, they are going to need a part time (about 20 hours per week) person in the office. The job description for this person will need to be re-written.

9. Commissioner McCloud moved to enter executive session from 11:00 to 11:10 to discuss re-writing the Public Works Administrator Tom Robl’s job description for a pay increase and will return at 11:10 in the Commissioners Room at the Courthouse. The motion carried unanimously following a second by Commissioner Wiens.

10. County Attorney Remington Dalke appeared to give his quarterly updates. The major change in his office was the transfer of Rita Smith to Rice County Treasurer and the increase in work this has put on the other two in the office. Kala Oden starts on Monday, September 30th and they have re-written job descriptions in their office to adjust to the new employee. Deb Sowers will be taking on more responsibilities and move into Rita’s old office. Jen Savage will stay where she is. Kala Oden will be in the front of the office and will be County Attorney Remington Dalke’s legal assistant in court and will be the victim/witness coordinator advocate.

Computer Upgrade Schedule-Treasurer’s office- 6 new computers being installed September 24 & September 25, 2019; Clerks office is scheduled to get 3 new computers, the new Firewall is supposed to be installed on Thursday, September 26, 2019.
LEC Parking Lot Repairs-Debbie suggested they tour this as a group
Courthouse Benches & Trash Cans- order 8 new benches and 4 new trash cans
Trees – Landscaping
Appointed Salaried Employees wage review
Banked leave policy-Commissioners would like to see the form that we came up with.

New Business-
Brenda Tucker will get with Jane & Greg Kline to get a fire drill scheduled for the courthouse

More discussion:

  • Possible Active Shooter drill
  • Weed department-who is going to supervise this week (Jared will go discuss this with Dalton Peterman & Ian Layman after the meeting.
  • Rice County will see if it’s possible to use a neighboring county to come and inspect the 2 lagoons under construction.
  • Ask Zoning board members if one of them would want to interim head up the Planning & Zoning meetings.

Commissioner Wilson adjourned the meeting at 11:48.
