Minutes – September 16, 2019

All Commissioners Present
Commissioner Wilson Presiding

1. Commissioner Wilson called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner McCloud moved to approve the agenda with the addition of Weed Department discussion regarding a change in subsidy guidelines, and the minutes of the August 26th session as prepared. The motion carried following a second by Commissioner Wiens.

3. No public comments.

4. Commissioner McCloud moved to enter into a discussion regarding a change in noxious weed subsidies. The motion carried following a second by Commissioner Wiens. Commissioner McCloud moved to devise a memo from the Commissioners concerning the suspension of Noxious Weed Subsidies. The motion carried following a second by Commissioner Wiens.

5. Public Works Administrator Tom Robl appeared to present updates to the Commissioners. Tom informed the Commissioners that there were 2 bridges that did not get accepted for the Off-System Bridge Program but,  that his application for the Kansas Local Bridge Improvement Program may still be considered.

Commissioner Wiens moved to enter into executive session from 9:50 to 10:00 for a non-elected personnel matter regarding leave and will return to the Commissioners Room at the Courthouse at 10:00.  The motion carried unanimously following a second by Commissioner Wilson.

Public Works Administrator Tom Robl; Interim County Counselor Mark Tremaine and Deputy Clerk Aurelia Garcia were present for the session.

Commissioners returned to open session at 9:15 in the Commissioners Room at the Courthouse.

6. Steven Wilkinson from SCKEDD (South Central Kansas Economic Development District) appeared to introduce himself to the Commissioners and talked about the many programs they offer. Economic Development Director Stacy Clark was available to answer questions.

7. Communications Supervisor Josh Michaelis presented the Commissioners with a renewal agreement for NG911 GIS maintenance with Luke Kimble Mapping in the amount of $2500.00 to be paid for from the 911 fund. Commissioner McCloud motioned to enter into the agreement with Luke Kimble Mapping in the amount of $2500.00. The motion carried unanimously following a second by Commissioner Wiens.  Josh discussed an anticipated date of September 24th to transition to the new building as well as, Employee CONSOL training on Wednesday, September 18th and Admin Training on Thursday, September 19th.

8. District Court Clerk Jane Hrabik & District Magistrate Judge Burgess appeared to discuss a letter from Judge Keeley regarding the use of the office on the 3rd floor of the Courthouse. County Attorney Remington Dalke appeared to answer some questions.

9. EMS/Emergency management Director Greg Klein appeared and informed the Commissioners about some EMT classes that will be coming up and will be paid for with donated funds.

10. Commissioner McCloud moved to enter into executive session from 11:40 to 12:10 for a non-elected personnel matter concerning employment and will return to the Commissioners Room at the Courthouse at 12:10. The motion carried unanimously following a second by Commissioner Wiens. EMS/Emergency management Director Greg Klein; Interim County Counselor Mark Tremaine and Deputy Clerk Aurelia Garcia were present for the session.

Commissioners returned to open session at 12:10 in the Commissioners Room at the Courthouse.

Commissioner Wilson adjourned the meeting.
