Minutes – August 5, 2019

All Commissioners Present
Commissioner Wilson Presiding

1. Commissioner Wilson called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda with the addition of Marci Detmer at 10:45 and the minutes of the July 29th session as prepared. The motion carried unanimously following a second by Commissioner McCloud.

3. There were no public comments.

4. Commissioners had a discussion session and shared updates on various projects.

5. Commissioner McCloud moved to approve the 2020 membership dues to SCKEDD in the amount of $1,714.11. The motion carried unanimously following a second by Commissioner Wiens.

6. Public Works Administrator Tom Robl appeared to present updates to the Commissioners. He requested permission to purchase asphalt in the amount of 400 tons for $26,000.  Commissioner McCloud moved to authorize the purchase of 400 tons of asphalt from Venture in an amount not to exceed $26,000.  The motion carried unanimously following a second by Commissioner Wiens.

7. EMS/EM Director Greg Klein appeared to present a quarterly report for the departments. He reported on the number of runs, status of accounts, write-offs, and set-offs.  Commissioner McCloud moved to approve the write-offs in the amount of $2,217.21for short term and long term of $89.30.  The motion carried unanimously following a second by Commissioner Wiens.  Greg reported that an employee will be attending classes to get the AEMT certification.  The All Hazards Mitigation Plan has to be reviewed every 5 years and has been completed and approved by KDEM and FEMA.  Commissioner Wiens moved to adopt Resolution 14-2019 (Kansas Homeland Security Region G Hazard Mitigation Plan).  The motion carried unanimously following a second by Commissioner McCloud.  Greg reported on the status of the new radio system.  He discussed the Sterling EMS station indicating that someone is interested is purchasing the current building.  Commissioners have asked for some additional information and further discussion will be done in the near future.

8. Detention Supervisor Tim Weaver appeared to present updates to the Commissioners. He reported on the number inmates in the detention center and changing to 12 hour shifts.

9. Public Health Administrator Marci Detmer appeared to present updates to the Commissioners. She reported on an interview for an RN and requested permission to hire the person part-time.  Commissioners requested further information and will make a decision in the near future.  Marci informed the Commissioners that the department needs more storage and Commissioners authorized her to make arrangements to store some of the overflow in the weight room.  Marci requested an executive session.  Commissioner Wilson moved to go executive session from 11:15 to 11:30 for a non-elected employee’s response to a citizen complaint and will return to open session at 11:30 in the Commissioners Room at the Courthouse.  The motion carried unanimously following a second by Commissioner Wiens.  County Counselor representative Mark Tremaine was present for the session.

Commissioners returned to open session at 11:30 in the Commissioners Room at the Courthouse.

10. Employee Cindy Dobbins appeared and requested an executive session. Commissioner McCloud moved to enter into executive session from 11:40 to 12:00 for a non-elected personnel matter regarding vacation and salary and will return to open session at 12:00 in the Commissioners Room at the Courthouse. The motion carried unanimously following a second by Commissioner Wiens.  County Counselor representative Mark Tremaine was present for the session.

Commissioners returned to open session as 12:00 in the Commissioners Room at the Courthouse.

11. Commissioners discussed the reassignment of the lease with Raymond Oil to Stuart Salvage. Commissioner Wiens moved to approve the assignment of the lease from Raymond Oil originally executed 2-2-2010 to Stuart Salvage. The motion carried unanimously following a second by Commissioner McCloud.

12. Commissioners discussed the budget hearing scheduled for next week.

13. Commissioner Wilson adjourned the meeting.
