Minutes – July 1, 2019

Commissioner Wilson Presiding

1. Commissioner Wilson called the meeting to order at 8:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda and the minutes of the June 24th session as prepared. The motion carried unanimously following a second by Commissioner McCloud.

3. There were no public comments.

4. Economic Development Director Stacy Clark appeared and reported on the status of the Micro Loan Fund. She indicated that the funds needed to be returned to the State.  Commissioner McCloud moved to dissolve the Micro Loan Fund and return the funds in the amount of $57,145.46 to the State.  The motion carried unanimously following a second by Commissioner Wiens.  Stacy discussed the placement of email addresses on the new website.

5. County Clerk Alicia Showalter presented a wage increase document for a non-elected employee for approval. The Commissioners approved the documents.

Alicia presented a Voting Delegate form for the annual KAC Conference.  Commissioner McCloud moved to appoint Jared Wilson as the voting delegate and Levi Beaver as the alternate voting delegate for the annual KAC Conference.  The motion carried unanimously following a second by Commissioner Wiens.

Alicia presented the Dispatch agreements for the City of Lyons and City of Sterling for approval.  Commissioner McCloud moved to enter into a dispatch agreement with the City of Sterling for an annual amount of $35,280.00 and with the City of Lyons for an annual amount of $52,920.00.  The motion carried unanimously following a second by Commissioner Wiens.

6. Sheriff Bryant Evans appeared to present updates to the Commissioners. He presented a request to increase the shift differential for the Sheriff’s department from 25 cents per hour to 50 cents per hour.  Commissioner McCloud moved to increase the shift differential pay for full time and part time employees in the Sheriff’s department from 25 cents per hour to 50 cents per hour.  The motion carried unanimously following a second by Commissioner Wiens.

7. Public Works Administrator Tom Robl appeared to present updates to the Commissioners. He presented the quarterly updates for the department and reviewed flood damages.  Tom reviewed bridges that will be applied for through the Off System Bridge program.  He reviewed repairs to a grader and reported that Foley Cat will not be billing us for any of the repairs.

8. Rural Fire Chief Ed Feil appeared to present updates to the Commissioners. He presented the 2020 budget request for the department.  Commissioners will review the budget request and add to the other budgets.  Ed reported on an accident that occurred over the weekend and repairs on the vehicle.  Ed reported on costs of refurbishing existing trucks versus purchasing new fire trucks and a rescue truck.   Ed presented quotes for the rescue truck.  Commissioner McCloud moved to purchase a rescue truck from Hays Fire & Rescue Sales in the amount of $123,972 to be purchased by Fire Equipment Reserve funds.  The motion carried unanimously following a second by Commissioner Wiens.  Commissioner McCloud moved to approve the purchase of rescue equipment to equip the rescue vehicles in an amount not to exceed $26,000.  The motion carried unanimously following a second by Commissioner Wiens.

9. Communications Supervisor Josh Michaelis appeared to present budget requests. Josh presented 2020 Budget requests for Communications in an amount of $364,617, 911 fund in an amount of $146,000, and Radio Infrastructure in an amount of $283,056.  Josh presented a quote for a backup server for communications and the Law Enforcement Center from Huber & Associates in an amount of $15,875.13.  Commissioner McCloud moved to approve the purchase of the backup server from Huber & Associates in an amount of $15,875.13.  The motion carried unanimously following a second by Commissioner Wiens.  Commissioner Wiens moved to increase the shift differential from 25 cents to 50 cents for the 3 p.m. to 11 p.m. shift and to $1.00 for the 11 p.m. to 7 a.m. shift and will be effective with the pay period beginning June 28th.  The motion carried unanimously following a second by Commissioner McCloud.

10. Commissioner Wilson adjourned the meeting.
