Minutes – April 15, 2019

Commissioners Wilson, Wiens & McCloud Present
Commissioner Wilson Presiding

1. Commissioner Wilson called the meeting to order at 8:35 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner McCloud moved to add an executive session at 11:15 to discuss potential lawsuits. The motion carried following a second by Commissioner Wiens.

3. Commissioner McCloud moved to approve the minutes of the April 8th The motion was carried unanimously following a second by Commissioner Wiens.

4. There were no public comments

5. Marissa Woodmansee presented information about a State Block Grant in the amount of $620,690, Prevention Programs in the amount of $33,157.82 and reinvestments in the amount of $128,251.09. Commissioner McCloud made a motion to sign the letter for grant assistance. The motion carried following a second by Commissioner Wiens.

6. Amy Boxberger presented the Compensation Plan for 2020 in the amount of $486,042.86. This was down from $499,000 in 2019 and $530,000 in 2018. Commissioner McCloud made a motion to sign the Letter of Support for fiscal year 2020 for the Behavioral Grant application. The motion carried following a second by Commissioner Wiens.

7. Commissioner McCloud made a motion to approve the Comprehension Plan for Community Corrections. The motion carried following a second by Commissioner Wiens.

8. Amy Buckman presented her quarterly updates. She also reported that about 2,000 reminders were sent out for property tax. Tia Sager will be attending Drivers License Training.

9. Commissioner McCloud moved to enter into an agreement with Mantz & Shober Masonry LLC out of McPherson to work on the masonry on the courthouse not to exceed $990.00. The motion carried following a second by Commissioner Wiens.

10. A motion was made by Commissioner Wiens that they sign the Proclamation for Fair Housing month to be declared for April. The motion carried following a second by Commissioner McCloud.

11. City Development Coordinator Audree Aguilera & Lyons City Administrator Chad Buckley from the City of Lyons appeared to request approval for the 1st and final airport extension project. Commissioner McCloud moved to authorized to pay the county portion of Kirkham Michael invoices #43 for $439.62 & #44 for $1,498.04 for the runway to the city. The motion carried following a second by Commissioner Wiens.

12. Commissioner McCloud moved to pay the county portion of the final invoice of Kirkham Michael invoice #12 for $711.05 to the City of Lyons for the Obstacle Removal. The motion carried following a second by Commissioner Wiens.

13. Lyons City Administrator Chad Buckley presented a letter and a check from Oneok in the amount of $19,498. This was a grant for thermal imaging cameras for the fire department. He wanted to know what the county wanted to do with the check because it was supposed to be ½ county & ½ city owned. A decision will be made in the near future.

14. Lyons City Administrator Chad Buckley requested that the pictures of the airport hangar be sent to him in an email. He also stated that they are going to start digging water lines to the hanger at the airport next week.

15. Commissioner McCloud moved to enter into executive session from 11:03 to 11:15 for a non-elected personnel matter concerning work comp and will return to open session at 11:15 in the Commissioners Room at the Courthouse. The motion carried unanimously following a second by Commissioner Wiens. The Commissioners, County Counselor Scott Bush, Aurelia Garcia & Brenda Tucker were present. Commissioners returned to open session at 11:15 in the Commissioners Room at the Courthouse.

16. Commissioner McCloud moved to enter into executive session from 11:30 to 11:40 for a non-elected personnel of communication staff and will return to open session at 11:40 in the Commissioners Room at the Courthouse. The motion carried unanimously following a second by Commissioner Wiens. The Commissioners, County Counselor Scott Bush and Communications Supervisor Josh Michaelis were present. Commissioners returned to open session at 11:40 in the Commissioners Room at the Courthouse.

17. Commissioner McCloud moved to enter into executive session from 11:40 to 12:00 for a non-elected personnel and potential lawsuits and will return to open session at 12:00 in the Commissioners Room at the Courthouse. The motion carried unanimously following a second by Commissioner Wiens. The Commissioners and County Counselor Scott Bush were present. Commissioners returned to open session at 12:00 in the Commissioners Room at the Courthouse.

18. Commissioners reviewed and approved mid-month vouchers.

19. Commissioner Wilson adjourned the meeting.
