Minutes – September 24, 2018

All Commissioners Present
Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wilson moved to approve the agenda and the minutes of the September 17th session as prepared. The motion carried unanimously following a second by Commissioner McCloud.

3. There were no public comments.

4. Appraiser Gayla Godfrey appeared to present quarterly updates to the Commissioners. She reported on the status of the budgets for Appraiser and GIS, letter for compliance of appraisals, mailing of agricultural questionnaires, final reviews, NRP administration fees, and use of the NRP administration fees.  Gayla presented a quote for new counter tops for the Appraisers office.  Commissioners requested an additional proposal and report back at the next session.

5. Public Works Administrator Tom Robl appeared to present updates to the Commissioners. Tom reported that striping painting will begin this week.  He presented information on repairs for a transmission on a grader.  Tom reported that they will start rebuilding part of Avenue I.

6. County Counselor representative Mark Tremaine appeared. Commissioner McCloud moved to enter into executive session from 9:33 to 9:50 for attorney/client privilege.  The motion carried unanimously following a second by Commissioner Wilson.  Mark Tremaine and County Clerk Alicia Showalter were present for the session.

Commissioners returned to open session.

7. Noxious Weed Director Levi Beaver appeared. Commissioner Wiens moved to enter into executive session from 10:05 to 10:20 for a non-elected personnel performance appraisal.  The motion carried unanimously following a second by Commissioner Wilson.  Noxious Weed Director Levi Beaver was present for the session.

Commissioners returned to open session.

8. Public Health Administrator Marci Detmer appeared. Commissioner Wiens moved to enter into executive session from 10:22 to 10:30 for a non-elected personnel matter related to job performance.  The motion carried unanimously following a second by Commissioner Wilson.  County Clerk Alicia Showalter was present for the session.

Commissioners returned to open session.

Marci presented information on flu cases, whooping cough cases and invited the Commissioners to tour the basement at the Health/EMS building regarding plans for the configuration of the new dispatch center.  Commissioners will review the project and take everything into consideration.

9. Dustin Kalp, District Manager, with Stutzman Refuse appeared to discuss the recycling process. The process is $30.00 per ton fee.  Public Works Administrator Tom Robl appeared for the session.  Commissioners requested additional information from Tom and he will report back at a future session.

10. Tom reported on a final quote for repairs to the CAT grader #402 by Foley Equipment. Commissioner Wilson moved to authorize Tom Robl to get the CAT grader #402 transmission repaired by Foley Equipment in an amount not to exceed $22,865.71. The motion carried unanimously following a second by Commissioner Wiens.

11. Commissioners opened the audit proposals for the 2018, 2019 and 2020 years. The quotes for the 2018 audit year is:
Varney & Associates                     $22,500.00
Lindburg, Vogel, Pierce & Faris  $23,500.00
Adams, Brown, Beran & Ball       $26,000.00

Commissioner McCloud moved to accept the proposal from Lindburg Vogel Pierce & Faris subject the cash basis law requirements.  The motion carried unanimously following a second by Commissioner Wiens.

12. Commissioners discussed a harassment workshop that has been scheduled for October 9th. An email will be sent by the Commissioners regarding the workshops once all plans are finalized.

13. Commissioners discussed the replacement of a water fountain on the 1st floor of the courthouse. Further information is being research and a discussion will follow at a future session.

14. Harlan Ebright appeared to present information regarding purchasing small piece of ground from the county and to discuss the cash rent of current county owned ground. Further information is being researched and Commissioners will contact him in the near future.

15. Commissioners agreed to meet on Friday morning, September 28th, to review and approve month end vouchers.

Commissioner McCloud adjourned the meeting.
