Minutes – May 21, 2018

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wilson moved to approve the agenda with the addition of Pam Minix at 11:15 and the minutes of the May 14th session as prepared. The motion carried unanimously following a second by Commissioner Wiens.

3. There were no public comments.

4. Noxious Weed/Planning & Zoning Director Levi Beaver appeared to present a quarterly report to the Commissioners for his department. He reported on the status of his budget, spraying, chemical sales, landscaping at the Courthouse, Noxious Weed law which was rewritten and will go into effect July 1, 2018, meteorological tower conditional use permit, requirements of townships to spray bind weed and staff updates.

5. Deputy County Clerk Aurelia Garcia presented an employee status form for a new employee in the County Clerk’s Office. Commissioners approved the new hire status form.  Aurelia asked the Commissioners about the use of the Commissioner Room for the Relay for Life event.  Commissioners gave permission for the use of the room.

6. Public Works Administrator Dennis Wray and Assistant Tom Robl appeared to present updates to the Commissioners. Dennis recommended that Tom Robl become the Public Works Administrator when he retires.  Commissioners discussed the starting salary and a decision will be made at a future session.  Dennis reported that the transfer lift station has been cleaned and painted and the CD pit will be complete today.

7. Chad Buckley and Audree Aguilera, City of Lyons, appeared to get approval for payment of an invoice for Kirkham Michael in the amount of $363.34. Commissioner Wiens moved to authorize the payment of the invoice for Kirkham Michael in the amount of $363.34 to be reimbursed 90/10 by FAA.  The motion carried unanimously following a second by Commissioner Wilson.

8. Commissioner McCloud reported that a quote will be submitted in the very near future for the replacement of the Extension Building roof.

9. Communications Supervisor Josh Michaelis appeared to present updates to the Commissioners. Commissioner McCloud moved to enter into executive session from 10:00 to 10:15 for a non-elected personnel performance appraisal.  The motion carried following a second by Commissioner Wilson.

10. Building Maintenance Supervisor Rafael Nolasco appeared to the Commissioner meeting. Commissioner McCloud moved to enter into executive session from 10:40 to 11:00 for a non-elected personnel performance appraisal. The motion carried unanimously following a second by Commissioner Wiens.

Commissioner Wilson moved to enter into executive session from 11:00 to 11:15 for a non-elected personnel performance appraisal.  The motion carried unanimously following a second by Commissioner Wiens.  Building Maintenance Supervisor Rafael Nolasco was present for the session.

11. Sheriff Bryant Evans appeared to present updates to the Commissioners. Bryant reviewed several items on the 2019 Budget request for the department. Bryant requested an executive session.  Commissioner Wiens moved to enter into executive session from 11:25 to 11:30 for non-elected personnel regarding a timecard.  The motion carried unanimously following a second by Commissioner Wilson.  County Counselor Scott Bush was present for the session.

12. Deputy County Clerk Aurelia Garcia presented an invoice from Birzer-Rons Funeral Home regarding an indigent burial expense to the County Counselor for resolution. Scott will research the issue and report back at the next session.

13. Republican Central Committee Chairman Pam Minix appeared to discuss an issue with the Commissioners regarding the County Treasurer position. A session will be held on June 7th for interviews of possible candidates for the position and then a recommendation to the Governor for appointment.

14. Deputy County Clerk Aurelia Garcia requested permission to hire a temp clerk for 2 to 3 months this summer to help get caught up in the office and assist with election preparations. Commissioners asked what the rate of pay would be and requested a review of the budget and report back at the next session. Aurelia asked about CPA firms for the county budget preparation.  Commissioners will make contacts and report back at a future session.  Aurelia requested the upgrade of the PC’s in the Clerk and Treasurer Office with Windows 10 upgrade.  Commissioners gave permission for the Windows 10 software upgrade in the County Clerk’s office and the Treasurer will not be replaced at this time.  Aurelia asked the Commissioners to come in to approve month-end vouchers on Wednesday, May 30th at 3 p.m.  Commissioners agreed to the time for voucher approval.

15. Commissioners discussed the vending machine located in the lobby of the Courthouse. Commissioners will contact the vending company and request better service within the next 3 months or they will need to remove the machine.

16. Commissioner McCloud adjourned the meeting.
