Minutes – April 30, 2018

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda with the addition of Zach Krause at 11:45 and the minutes of the April 23rd session as prepared. The motion carried unanimously following a second by Commissioner Wilson

3. There were no public comments.

4. Commissioners reviewed and approved month-end vouchers.

5. Treasurer Clint Bieberle and Deputy Cindy Dobbins appeared and requested an executive session. Commissioner Wiens moved to enter into executive session from 8:45 to 9:00 for non-elected personnel staffing issues in the Treasurer’s Office.  The motion carried unanimously following a second by Commissioner Wilson.

Commissioners returned to open session.

6. Register of Deeds Rhonda Hunt did not appear for her quarterly department report.

7. Sheriff Bryant Evans appeared to present updates to the Commissioners. He reported on the status of a department vehicle.  He reported that the Dodge Charger vehicle is under warranty for needed repairs but there will be a charge for the sparkplugs.  Commissioner Wiens moved to enter into executive session from 9:12 to 9:25 for a non-elected personnel matter concerning a work comp claim.  The motion carried unanimously following a second by Commissioner Wilson.

8. Communications Supervisor Josh Michaelis and Sheriff Bryant Evans reported on the status of the computer system at the Law Enforcement Center. They reported that the system is about 90% operational at this time.  Josh reported that the 911 system in Rice County will be 25 years old this month.

9. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. Dennis discussed signage in the county and Sheriff Bryant Evans was present for the discussion.  Dennis discussed placement of a double walled above ground fuel tank at the airport to get the fuel removed from the underground tank.  He is working the with airport manager and will be consulting KDHE regarding the requirements.

10. County Clerk Alicia Showalter presented an audit representation letter for signature. Commissioner Wilson moved to authorize the chairman to sign the Management Representation Letter. The motion carried unanimously following a second by Commissioner Wiens.  Alicia presented a request to put mulch around the boxwood bushes around the courthouse.  Commissioners reviewed the bushes.  Commissioner Wilson moved to approve mulching the bushes in an amount not to exceed $500.  The motion carried unanimously following a second by Commissioner Wiens.

11. Rena Billington with Soil Conservation appeared to present the 2019 Budget Request for the agency. The amount of the request is $30,000. The agreement for the garage building across from the Extension Building was discussed.  Rena is checking old records and will report back in the near future.

12. Amy Boxberger appeared to present the Comprehensive Plan for Community Corrections for the fiscal year 2019. She reviewed various grant expenditures. Commissioner McCloud moved to approve the 2019 Comprehensive Plan for Central Kansas Community Corrections.  The motion carried unanimously following a second by Commissioner Wiens.

13. Marissa Woodmansee with Juvenile Services Division of KDOC appeared to present a Comprehensive Plan for Juvenile Justice for the fiscal year of 2019. Commissioner Wilson moved to approve the fiscal year 2019 Juvenile Justice Comprehensive Plan. The motion carried unanimously following a second by Commissioner Wiens.

14. Rural Fire Chief Ed Feil appeared to report on the reimbursements from the Highlands Fire from FEMA. He reported on delivery of a bulldozer from the Kansas Forest Service. The department will pay $2,150 for shipping of the machine and the machine is at no charge.

15. Zach Krause with KVK appeared to update the Commissioners on the quote for replacement of the chiller unit in the computer room on the second floor of the courthouse.

16. Jim Johnson appeared to introduce Jon Prescott as the new director of Sunflower Diversified Services. The timeline for the budget process was discussed.

17. Commissioner McCloud moved to enter into executive session from 11:45 to 12:15 for a non-elected personnel matter concerning a potential lawsuit. The motion carried unanimously following a second by Commissioner Wilson. County Counselor Scott Bush was present for the session.

18. Commissioner Wiens moved to enter into executive session from 12:15 to 12:45 for a non-elected personnel matter concerning a potential lawsuit. The motion carried unanimously following a second by Commissioner McCloud. County Counselor Scott Bush was present for the session.

19. Commissioners discussed various issues about the budget timeline and questions about the budget.

20. Commissioner McCloud moved to adjourn the meeting.
