Minutes – April 9, 2018

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wilson moved to approve the agenda with the addition of Greg Klein at 11:15 and the minutes of the April 2nd session as prepared. The motion carried unanimously following a second by Commissioner Wiens.

3. There were no public comments.

4. Economic Development Director Stacy Clark appeared to present updates to the Commissioners. She reported on recent loans that were made, tourism, I heart Kansas event, conference, grant awarded, and updates on the county website.

5. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. He reported that the Household Hazardous Waste collection day will be April 21st from 9 a.m. to 1 p.m. at the landfill.  He reported that the Cat 12H grader is indicating metal shavings in the oil and presented a quote for rebuilding the transmission.  Following some discussion, Commissioners recommended that he continue to run the grader and watch the oil changes.

6. District Court Clerk Jane Hrabik and Magistrate Judge Richard Burgess appeared to present information to the Commissioners. Jane reported that there is a problem with the server in the District Court.  She presented a quote from Central Plains Computer Service in the amount of $7,550.00.  Commissioners requested an additional quote.  Jane will get those and return in the near future for approval.  Judge Burgess reported on a sexual predator case (18PR27) and the cost will be very expensive.  The predator will be housed in the Rice County Detention Center until the completion of the case.

7. Appraiser Gayla Godfrey appeared to present updates to the Commissioners.  She reported that she sent out requests for proposal to 4 different appraisers for an appraisal of the ethanol plant.  The quotes are as follows:
Clay Dodd of Burnsville, MN                               $36,500
Paul Hornsby & Co. of Austin, TX                       not to exceed $50,000
Jeff Berg, who recommended Jim Natwick
Jim Natwick of Fargo, North Dakota               $14,000 to include travel and expenses

Commissioner Wilson moved to authorize the Chairman sign a contract with Jim Natwick of Fargo North Dakota for the appraisal of the Kansas Ethanol Plant in an amount not to exceed $14,000 to be paid from the NRP Fund.  The motion carried unanimously following a second by Commissioner McCloud.  Gayla requested permission to appeal a small claims hearing on to the Board of Tax Appeals and needs to be represented by an attorney.  Commissioners authorized her to contact an attorney but to not pursue it if the cost would be over $500.

8. Noxious Weed Director Levi Beaver appeared and requested an executive session. Commissioner Wilson moved to enter into executive session from 9:50 to 10:05 for a non-elected personnel matter concerning benefits.  The motion carried unanimously following a second by Commissioner Wiens.  County Clerk Alicia Showalter was present for the session.

9. Public Works Administrator Dennis Wray and County Counselor Scott Bush appeared to discuss the proposed truck route in the City of Little River. They will discuss the proposal with the City of Little River and report back if needed.

10. EMS/EM Director Greg Klein appeared and requested an executive session. Commissioner Wiens moved to enter into executive session from 11:20 to 11:30 for a non-elected personnel matter concerning employment. The motion carried unanimously following a second by Commissioner Wilson.  County Counselor Scott Bush and County Clerk Alicia Showalter were present for the session.

11. Mark Hinde with Southwest Developmental Services appeared to present the 2019 Budget request. He reported that SDSI needs a representative from Rice County to serve on the board. The amount of the 2019 Budget request is $56,836.00.

12. County Clerk Alicia Showalter requested an executive session. Commissioner McCloud moved to enter into executive session from 12:10 to 12:20 for a non-elected personnel matter concerning hiring. The motion carried following a second by Commissioner Wilson.  County Counselor Scott Bush was present for the session.

13. Commissioner McCloud moved to enter into executive session from 12:15 to 12:35 for a non-elected personnel matter concerning unemployment. The motion carried unanimously following a second by Commissioner Wiens. County Counselor Scott Bush was present for the session.

14. Commissioners agreed to meet at 4 p.m. on Thursday, April 12th to review and approve mid-month vouchers.

15. Commissioner McCloud adjourned the meeting.
