Minutes – April 2, 2018

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda and the minutes of the March 26th session as prepared. The motion carried unanimously following a second by Commissioner Wilson.

3. There were no public comments.

4. Treasurer Clint Bieberle appeared to present updates to the Commissioners. He presented the tax abatements for approval.  Commissioner Wiens moved to approve the tax abatements in the amount of $3,834.16.  The motion carried unanimously following a second by Commissioner Wilson.  Clint presented information on the financial status of the county and answered various questions.  Clint then proceeded to present a quarterly report for the department including motor vehicle changes, new program for driver’s license, 2nd half of taxes due in May, sending postcards regarding tax due date, training schedule for employees, and status of the Treasurer budget.  Clint discussed the computer upgrade needs of the department.

5. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. Dennis presented a quote a salt spreader and he informed the Commissioners that he would like to purchase 2.  Commissioner McCloud moved to authorize the Public Works department to purchase 2 salt/sand spreaders in an amount of $16,867.00 each from Midwest Truck to replace two that are 13 and 16 years old.  The motion carried unanimously following a second by Commissioner Wiens.  Dennis reported that Rice County was not awarded the High Risk Rural Roads Grant from the State for the year 2019.  This grant has been used for signage and striping.  Dennis presented a picture and reported on the river access located on Avenue Q and 2nd Road that was discussed at the last meeting.

6. Rice County citizen Elaine Williamson appeared to discuss the recent fire in southeast Rice County. She reviewed the events that caused damage to their property.  Rural Fire Chief Ed Feil and Emergency Management Director Greg Klein appeared to add explanations to the discussion.

7. At 10:25 Commissioner Jared Wilson left to meet with Senator Jerry Moran at the Communications Center.

8. Terry and Ryan Manning appeared to discuss the river access opening on Avenue Q and 2nd Public Works Administrator Dennis Wray, Cameron Coleman, and Cory French were present for the discussion.  Commissioner McCloud reviewed the history of the river access as mandated by the State.

9. Commissioner Wilson returned to the meeting at 10:55 a.m.

10. Noxious Weed Director Levi Beaver appeared and requested an executive session. Commissioner McCloud moved to enter into executive session from 11:10 to 11:25 for a non-elected personnel matter concerning policy. The motion carried unanimously following a second by Commissioner Wilson. County Counselor Scott Bush and County Clerk Alicia Showalter were present for the session.

Commissioners returned to open session.

11. Commissioner Wilson moved to enter into an agreement with Ameripride for mops, towels, and rags for the Courthouse. The motion carried unanimously following a second by Commissioner McCloud.

12. Commissioner Wiens moved to adopt the Fair Housing Proclamation. The motion carried following a second by Commissioner Wilson.

13. County Clerk Alicia Showalter asked for an executive session. Commissioner Wiens moved to enter into executive session from 11:35 to 11:50 for attorney/client privilege concerning liability insurance claims. The motion carried unanimously following a second by Commissioner Wilson.  County Counselor Scott Bush was present for the session.

Commissioners returned to open session.

14. Commissioner Wiens moved to change the fee in Section 400 of the employee manual for first responders stipend from 10.00 per call to 20.00 per call. The motion carried unanimously following a second by Commissioner Wilson.

15. Commissioner McCloud adjourned the meeting.
