Minutes – April 16, 2018

All Commissioners Present
Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda with the addition of Dennis Wray at 9:30. The motion carried unanimously following a second by Commissioner Wilson.  Commissioner Wiens moved to approve the minutes of the April 9th session as prepared.  The motion carried unanimously following a second by Commissioner Wilson.

3. There were no public comments.

4. Public Health Administrator Marci Detmer appeared to present updates to the Commissioners. Marci answered some questions from the Commissioners regarding a recent invoice for dietician services.  Marci presented a quarterly department review.  She reported on issues including a rabies case, cases of chicken pox, WIC program, footcare for the elderly, assistance with Meals on Wheels, immunization program, Advisory Board Meeting, Community Baby Shower, grants for 2019, and annual grant reports submitted.

5. Public Works Administrator Dennis Wray appeared to discuss the river access issue. Commissioner McCloud announced that there will be a special meeting on Tuesday at 10:00 a.m. in the Commissioners Room and then will reconvene at the bridge at Avenue Q and 2nd  Dennis reported that the department will begin the 4 10-hour day schedule beginning May 4th.

6. Detention Supervisor Tim Weaver appeared and answered questions regarding two invoices for medical expenses for inmates. Tim informed the Commissioners that the expenses will be reimbursed by the county that has jurisdiction.

7. District Court Clerk Jane Hrabik appeared to discuss the purchase of a server for the department. Jane presented the quote from Central Plains Computer Service and a response from Gilmore Solutions regarding a no quote submission.  Commissioner Wilson moved to approve the purchase of the server from Central Plains Computer Service in an amount not to exceed $7,550.00.  The motion carried unanimously following a second by Commissioner Wiens.  Jane reported that the bills for the sexual predator case are outside of the contract fees for attorney services.

8. Commissioners reviewed the 2019 Budget timeline and approved it. Alicia will proceed with the process and present the final timeline dates for this year.

9. Rural Fire Chief Ed Feil and Assistant Russell Stephenson appeared to present updates to the Commissioners. Ed reported on the lease of oxygen bottles, the status of the Fire budget, the fire that occurred last week that burned most of a section, and discussed the report writing for the department.

10. County Counselor Scott Bush appeared and had questions regarding indigent attorney charges.

11. Commissioner McCloud adjourned the meeting.

1. Commissioner McCloud called the meeting to order at 10:00 a.m. in the Commissioners Room at the Courthouse.

2. Robin Jennison, Secretary of Kansas Wildlife & Parks; Terry Bruce, Legal Counsel for Kansas Wildlife & Parks; Dennis Wray, Rice County Public Works Administrator; Tim Miessler, Landowner; Ryan Panning, Landowner were all in attendance for a discussion regarding the river access at the bridge at Avenue Q and 2nd Road.  Various laws and rights related to navigable rivers in Kansas were discussed.

3. Commissioner McCloud adjourned the session at the Courthouse and will reconvene at the river site.
