Minutes – November 27, 2017

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda with the addition of Ed Feil at 11:00 and switching Marci Detmer at 9:00 and Gayla Godfrey at 9:30. The motion carried unanimously following a second by Commissioner Wilson.  Commissioner Wiens moved to approve the minutes of the November 20th session as prepared.  The motion carried unanimously following a second by Commissioner Wilson.

3. There were no public comments.

4. Public Health Administrator Marci Detmer appeared to present updates. She reported on a county-wide event taking place on January 24th and is requesting that the Commissioners fund the rental of the large room at the Celebration Centre.  Commissioners authorized Marci to make several contacts for support and report back at a later session.

5. Appraiser Gayla Godfrey and Communications Supervisor Josh Michaelis appeared to discuss orthoimagery for the department. Gayla reported that there is a company that will be flying the county for imagery services and that the county maps are 10 years old.  Surdex Corp. quote for the service is $18,100.  Commissioner Wiens moved to authorize the Appraiser to purchase the enhanced resolution from Surdex Corp. in an amount not to exceed $18,100.  The motion carried unanimously following a second by Commissioner Wilson.  Commissioner Wiens moved to enter into executive session from 9:30 to 10:00 for discussion concerning financial matters of a private corporation.  The motion carried following a second by Commissioner Wilson.  County Counselor Representative Scott Bush and Appraiser Gayla Godfrey were present for the session.

6. Commissioners returned to open session.

7. Commissioner Wilson moved to enter into executive session from 10:00 to 10:10 for a discussion concerning financial matters of a private corporation. The motion carried unanimously following a second by Commissioner Wiens.  County Counselor Representative Scott Bush and Appraiser Gayla Godfrey were present for the session.

Commissioners returned to open session.

8. Economic Development Director Stacy Clark and Sterling City Administrator Taggart Wall appeared to present updates to the Commissioners regarding the EDA Grant.

9. Communications Supervisor Josh Michaelis appeared to get approval to rehire for a position that has been vacated and to hire for a position that was added to the budget for 2018. Commissioners gave him approval to hire for both positions.

10. Rural Fire Chief Ed Feil appeared to present updates to the Commissioners. He updated on the flow tests bill, DOT inspections on trucks, purchase of 20 pagers from Stafford County, the donation of a boat and trailer for water rescues, the purchase of the SBA bottles and the pay scale for fires.

11. County Clerk Alicia Showalter presented the indigent contracts for signature. She will get those contracts sent this week. Alicia presented the updated bid from KVK Inc. for the replacement of the air conditioning at the Courthouse.  Commissioner Wiens moved to authorize KVK Inc. to replace the chiller system at the Courthouse including the lift and concrete work in an amount not to exceed $71,468.00. The motion carried unanimously following a second by Commissioner Wilson.

12. Alicia reported an increase for workers compensation coverage for 2018. Alicia presented a list of year end items that need attention from the Commissioners including 2018 holidays, COLA, earned leave buyback, longevity, etc. Alicia presented the Rate Stabilization Program Agreement from KCAMP for approval.  Commissioner Wiens moved to approve the KCAMP agreement.  The motion carried unanimously following a second by Commissioner Wilson.

13. Commissioner Wiens moved to approve the 2018 Holiday schedule to include 12 Holidays including Christmas Eve and Columbus Day. The motion carried unanimously following a second by Commissioner McCloud.

14. County Clerk Alicia Showalter requested an executive session. Commissioner Wiens moved to enter into executive session from 12:30 to 1:00 for a non-elected personnel matter concerning staffing. The motion carried unanimously following a second by Commissioner Wilson.  County Counselor Scott Bush was present for the session.

Commissioners returned to open session.

15. Commissioners agreed to meet Wednesday, November 29th at 4 p.m. to review and approve month-end vouchers.

16. Commissioner McCloud adjourned the session.
