Minutes – November 20, 2017

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wilson moved to approve the agenda with the addition of Levi Beaver at 11:30 and John Sweet at 12:00. The motion carried unanimously following a second by Commissioner Wiens.  Commissioner Wilson moved to approve the minutes of the November 13th session as prepared.  The motion carried unanimously following a second by Commissioner Wiens.

3. There were no public comments.

4. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. He reported that the culverts on 22nd Road have been replaced and the road is now open.  Dennis reported that the backhoe for the landfill should be delivered this week or next week.  He reported that they are replacing several field entrance culverts on north 22nd  Dennis reported that Vogts Crushing LLC will be crushing concrete at the landfill starting today.

5. Zach Krause with KVK visited with the Commissioners via phone call regarding the cost of the air conditioner replacement for the Courthouse. There would be a savings of $4,000.00 if the County prepares some of the work.  Zach will get the final figures in writing for approval.

6. Rachel Manley, Vicki Cavit and Tom Prebble with Rice County Coalition appeared to present the Kids Count data.

7. Communications Supervisor Josh Michaelis appeared to present a price quote for a VHF paging PA boost. The quote is from Motorola for an amount of $1,886.00.  Commissioner Wilson moved to approve the purchase of the PA booster in the amount of $1,886.00.  The motion carried unanimously following a second by Commissioner Wiens.  Josh reported on Next Generation 911 regarding the number of home phones still in existence.

8. Detention Supervisor Tim Weaver appeared to present information to the Commissioners for the detention meal contract. Commissioner Wiens moved go into executive session from 10:40 to 11:00 for a non-elected personnel matter concerning a contract.  The motion carried unanimously following a second by Commissioner McCloud.  Tim Weaver and Tina Enlow were present for the session.

Commissioners returned to open session.

9. Public Health Administrator Marci Detmer appeared to present updates to the Commissioners. She presented quotes for carpet cleaning of the Health Department as follows:
Nathan Ford                                    $   550.00
Chem Dry                                        $   963.40
Doug’s Carpet Cleaning             $1,590.00

Commissioner Wiens moved to allow the Health Department to clean carpet and chairs in an amount not to exceed $963.40.  The motion carried unanimously following a second by Commissioner Wilson.

10. Marci requested an executive session. Commissioner Wiens moved to enter into executive session from 11:15 to 11:30 for a non-elected personnel concerning unpaid leave. The motion carried unanimously following a second by Commissioner Wilson.  County Counselor Representative Scott Bush was present for the session.

Commissioners returned to open session at 11:20.

11. Communications Supervisor Josh Michaelis appeared and requested an executive session. Commissioner Wilson moved to enter into executive session from 11:27 to 11:35 for a non-elected personnel matter regarding policy. The motion carried unanimously following a second by Commissioner Wiens.  County Counselor Representative Scott Bush and County Clerk Alicia Showalter were present for the session.

Commissioners returned to open session.

12. Commissioner Wiens moved to enter into executive session from 11:35 to 11:50 for a non-elected personnel matter regarding policy. The motion carried unanimously following a second by Commissioner Wilson. County Counselor Representative Scott Bush and County Clerk Alicia Showalter were present for the session.

Commissioners returned to open session.

13. Noxious Weed Director Levi Beaver appeared to visit with the Commissioners. Commissioner McCloud presented Levi with a plaque for Sanitarian of the Year from KDHE.

14. Lyons City Administrator John Sweet appeared and presented Invoice #35 for Kirkham Michael for engineering services for the Airport Extension Project. Commissioner Wiens moved to approve Invoice #35 to Kirkham Michael in the amount of $4,067.25 of which 90% will be reimbursed by the FAA Grant. The motion carried unanimously following a second by Commissioner Wilson.

John presented Invoice #7 & #8 for Kirkham Michael for engineering services for the Airfield Obstruction Project.  Commissioner Wilson moved to approve the payment of Invoice #7 in the amount of $1,375.15 and Invoice #8 in the amount of $1,293.26 to Kirkham Michael.  The motion carried unanimously following a second by Commissioner Wiens.

15. Commissioner McCloud moved to enter into a contract with CBM Food Services for meals at the Detention Center. The motion carried unanimously following a second by Commissioner Wiens.

16. County Clerk Alicia Showalter requested an executive session. Commissioner Wiens moved to enter into executive session from 12:30 to 12:45 for a non-elected personnel matter concerning policy. The motion carried unanimously following a second by Commissioner Wilson.  County Counselor Representative Scott Bush was present for the session.

Commissioners returned to open session.

17. Commissioner Wiens moved to enter into executive session from 12:45 to 1:05 for attorney/client privilege. The motion carried unanimously following a second by Commissioner Wilson. County Counselor Representative Scott Bush was present for the session.

18. Commissioners returned to open session.

19. Commissioner McCloud adjourned the meeting.
