Minutes – October 23, 2017

All Commissioners Present
Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda and the minutes of the October 16th session as prepared. The motion carried unanimously following a second by Commissioner Wilson.

3. There were no public comments.

4. Commissioners conducted a study session from 9:00 to 9:30 on the employee manual.

5. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. Dennis reported that the striping project is close to completion with 6 miles left to be striped.  Trimming of some trees on Avenue I was discussed and Dennis was authorized to side trim the trees at this time.

6. Commissioner Wiens presented information shared at the Rice County Communications Advisory Board meeting.

7. Sheriff Bryant Evans appeared to discuss an issue with the Commissioners. Commissioners discussed the use of various vendors and funds for purchases.  Commissioners discussed the need for conference and workshop attendance.  Commissioners will be sending out a spreadsheet and memo this week to be completed by each department head.

8. County Clerk Alicia Showalter presented 2 letters of support for approval by the Commissioners. Commissioner Wiens moved to authorize the chairman to sign a letter of support for Sunflower Diversified Services for a KDOT Transportation Grant.  The motion carried unanimously following a second by Commissioner Wilson.  Commissioner Wilson moved to authorize the chairman to sign a letter of support for Sterling Presbyterian Manor for a KDOT Transportation Grant.  The motion carried unanimously following a second by Commissioner Wiens.

9. Danica Huddleston appeared to request permission to use the square for carolers and the Christmas tree lighting. This will be part of the Christmas parade that will be held on December 9th.  Commissioners authorized the use of the square.

10. Interim County Counselor Dan Shanelec appeared to discuss indigent attorney contracts. Commissioners will obtain additional information and further discussion will be conducted at the next session.

11. Commissioner McCloud moved to approve TruGreen to treat the trees for scale and a root feeding in an amount not to exceed $700. The motion carried unanimously following a second by Commissioner Wilson.

12. Kristi Darnauer appeared to discuss detention medical care. Commissioner Wiens moved to go into executive session from 11:20 to 11:45 concerning inmate health care. The motion carried unanimously following a second by Commissioner Wilson.

Commissioners returned to open session.

13. Commissioner Wiens moved to enter into executive session from 11:45 to 12:00 concerning inmate health care. The motion carried unanimously following a second by Commissioner Wilson. Kristi Darnauer and Interim County Counselor Dan Shanelec were present for the session.

Commissioners returned to open session.

14. Commissioner McCloud moved to adjourn.
