Minutes – October 2, 2017

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wilson moved to approve the agenda and the minutes of the September 25th session with the following correction to paragraph 5 sentence 4:
Dennis reported that he has 91 township signs that will now become county signs and 35 that need to be replaced for a cost of approximately $1,500.00.
The motion carried unanimously following a second by Commissioner Wiens.

3. There were no public comments.

4. Commissioners discussed the employee manual from approximately 9:00 a.m. to 9:30 a.m. The sections discussed included public relations, status changes, Exempt/Non-exempt classifications, performance standards, payroll deductions from pay/Safe Harbor, optional insurance coverage, and communicable disease.

5. Public Health Administrator Marci Detmer appeared to present updates to the Commissioners. She reported on grant expenses, meetings, and flu shots for employees and family.  Marci discussed the need to do some carpet cleaning and painting at the Health Department.  Commissioners authorized her to use the department budget and get bids from vendors for this project.

6. Noxious Weed/Planning & Zoning Director Levi Beaver appeared to present information to the Commissioners regarding a Conditional Use Permit. Commissioners will conduct a special meeting on Friday, October 6th at 10:00 a.m. in order to take action on this resolution for the Conditional Use Permit.  Levi reported on the purchase of the pickup for the department and on the annexation of the Hyatt project into the City of Sterling.

7. Extension representative Wendy Hughes appeared to present a Proclamation for 4-H Week. Commissioner Wilson moved to sign the 2017 National 4-H Week Proclamation.  The motion carried unanimously following a second by Commissioner Wiens.  Wendy requested a signature for the 2018 Budget for the Extension Council.  Wendy informed the Commissioners that Reno County is not wanting to district and gave some information about possible projects and solutions.

8. Economic Development Director Stacy Clark appeared to present updates for the department. She reported on an entrepreneurial class in several cities in Rice County, a youth entrepreneurial challenge, the booth at the Fair on the Square, attendance to a Broadband conference, E-Community Retreat, Bootcamp in the near future, downtown revitalization project, and an economic development website.

9. County Counselor Scott Bush appeared and presented a letter of resignation for the County Counselor position effective September 30, 2017. Commissioner Wiens moved to accept the letter of resignation for the County Counselor.  The motion carried unanimously following a second by Commissioner Wilson.  Commissioner Wiens moved to appoint Dan Shanelec as the Acting County Counselor effective October 2nd until a replacement can be appointed.  The motion carried unanimously following a second by Commissioner Wilson.

10. Sheriff Bryant Evans appeared to discuss various items with the Commissioners. Commissioners discussed the 171 hours per a 28 day work cycle for the department and are looking at possibly implementing it the first of the year. Commissioners discussed the boot allowance for part time allowance.

11. EMS/EM Director Greg Klein appeared to present updates to the Commissioners. He requested permission to rehire for the vacancy in the department and would like to hire a current part time employee. Commissioners authorized the hire.  Greg reported on problems with the current copier/fax/printer.  He presented bids for the replacement of the multi-function machine as follows:
Bolen Office             $1,900.00 (used)
OPI                             $4,295.00
A service contract will be $600.00 per year.  Commissioner McCloud moved to authorize the purchase of the machine from Bolen Office Supply in an amount not to exceed $1,900.00.  The motion carried unanimously following a second by Commissioner Wiens.

Greg reported that he will be getting quotes for 2 new computers for the department and will report in the near future.  Greg reported that the corral in the back of the Safety Complex belongs to Emergency Management and was purchased by a Homeland Security grant.  Commissioner McCloud moved to enter into executive session from 11:30 to 11:40 for a non-elected personnel matter.   The motion carried unanimously following a second by Commissioner Wiens.  County Counselor Scott Bush and EMS/EM Director Greg Klein were present for the session.

Commissioners returned to open session.

12. Communications Supervisor Josh Michaelis appeared to discuss workstation replacement for the department. He presented a quote from Huber & Associates. Commissioner Wiens moved to approve the purchase of two computers from Huber & Associates in an amount not to exceed $2,700.00.  The motion carried unanimously following a second by Commissioner Wilson.

Josh reported on the 800 testing and invited the Commissioners to attend any of the testing that will take place this week.

13. County Counselor Scott Bush requested an executive session. Commissioner Wiens moved to enter into executive session from 11:50 to 12:00 pertaining to non-elected personnel in the Appraiser’s office. The motion carried unanimously following a second by Commissioner Wilson.

Commissioners returned to open session.

Conducted Via Phone Conference Call

Commissioner Wiens called the meeting to order at 10:00 a.m. via phone conference call.

Commissioner Wilson moved to approve Resolution 13-2017 (Conditional Use Permit for Joseph Gaylor).  The motion carried following a second by Commissioner Wiens.

Commissioners agreed to meet at 10:00 a.m. on Friday, October 13th to review and approve mid-month vouchers.

There will be no Commissioner Meeting next Monday, October 9th due to the Columbus Day holiday.

Commissioner Wiens adjourned the meeting.

Commissioner McCloud called the meeting to order at 10:00 a.m. in the Commissioners Room at the Courthouse.

Commissioners reviewed and approved mid-month vouchers.

County Counselor Scott Bush and Appraiser Gayla Godfrey appeared and presented updates to the Commissioners concerning the appraisal of a local business.

Commissioner Wiens moved to enter into executive session from 11:02 to 11:18 for a non-elected personnel issues concerning policy.  The motion carried unanimously following a second by Commissioner McCloud.  County Counselor Scott Bush was present for the session.

Commissioners returned to open session.

Commissioner McCloud adjourned the meeting.
