Minutes – October 16, 2017

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda with the addition of Dan Shanelec at 10:45 and the minutes of the October 2nd, 6th, and 13th sessions as presented. The motion carried unanimously following a second by Commissioner Wilson.

3. There were no public comments.

4. Commissioners conducted an employee manual study session from 9:00 to 9:30.

5. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. He reported on the status of the culvert/road repairs on 22nd Road between Avenue P & Q.  Dennis presented quotes for the culverts as follows:
J & J Drainage                    $5,310.00
Welborn Sales                     $4,428.00

Commissioner Wiens moved to approve the purchase of 2 culverts from Welborn Sales in the amount of $4,428.00.  The motion carried unanimously following a second by Commissioner Wilson.  Dennis reported that the department is going to the 5/8 hour days beginning next week and on the status of the striping project.  Dennis reported on trees overgrown into the right-of-way on a county road and Commissioner Wilson will follow up on a possible solution.  Dennis reported on an agreement with APAC for the purchase of excess materials from the stock pile over by Chase.  He purchased 1200 tons of millings, 400 tons of rock, 285 tons of sand and 550 tons of other material for an amount of approximately $1.64 per ton.

6. Roxana Cardonne with the Sexual Assault/Domestic Violence Agency, appeared to obtain a Proclamation for Domestic Violence Awareness Month. Commissioner Wilson moved to declare October as Domestic Violence Awareness Month.  The motion carried unanimously following a second by Commissioner Wiens.  A Proclamation was signed by all commissioners.

7. County Clerk Alicia Showalter presented updates to the Commissioners.  She requested an executive session.  Commissioner Wiens moved to enter into executive session from 10:17 to 10:45 for review of insurance claims for the County.  The motion carried unanimously following a second by Commissioner Wilson.  Interim County Counselor Dan Shanelec was present for the session.

Commissioners returned to open session.

8. Dan Shanelec discussed NRP 17 and the interlocal agreement for NRP #17. Commissioner Wiens moved to amend item 11 of the minutes of the July 24, 2017 meeting, to reflect as follows:

Lyons City Administrator John Sweet presented NRP #17 and the NRP #17 Interlocal Agreement for approval.  Commissioner Wiens moved to approve NRP #17 and the NRP #17 Interlocal Agreement, and to authorize Commissioner McCloud to sign the Agreement as Chairman of the Commission.

The remainder of Item 11 should remain unchanged.  The motion carried unanimously following a second by Commissioner Wilson.

9. Alicia presented a letter of support for the Council on Aging for the Public Transportation grant. Alice Prester appeared to clarify the wording of the letter of support.  Commissioners will reword the letter of support and take action later in the session.

Alicia presented an invoice for the National Association of Counties (NACO) for the 2018 membership dues in the amount of $450.00.  Commissioner Wiens moved to approve the payment of the NACO 2018 membership dues.  The motion carried unanimously following a second by Commissioner Wilson.

Alicia presented an invoice for 2018 KLPG membership dues.  Commissioner McCloud moved to approve the payment of the 2018 KLPG membership dues in the amount of $2,790.35.  The motion carried unanimously following a second by Commissioner Wiens.

Alicia presented a request from Mary Kendrick for the Chase DARE program.  Commissioner McCloud moved to approve a donation of $250 for the Chase DARE Program.  The motion carried unanimously following a second by Commissioner Wiens.

10. Commissioner Wiens moved that Rice County no longer offer payroll deductions for supplemental benefits except for Flex Spending. The motion carried unanimously following a second by Commissioner Wilson.

11. Alicia presented a reworded letter of support for the public transportation grant. Commissioner Wiens moved to approve the letter of support for the Council on Aging for the Public Transportation grant. The motion carried unanimously following a second by Commissioner Wilson.

12. Commissioner McCloud adjourned the meeting.
