Minutes – September 18, 2017

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wilson moved to approve the agenda and the minutes of the September 11th session as prepared. The motion carried unanimously following a second by Commissioner Wiens.

3. There were no public comments.

4. Community Corrections Director Amy Boxberger appeared to obtain approval of the 2017 Year End Outcomes report. Commissioner McCloud moved that the Commission reviewed and approved the 2017 Year End Outcomes report for Community Corrections.  The motion carried unanimously following a second by Commissioner Wiens.

5. Commissioners discussed the employee handbook including comp time versus overtime pay. Commissioners will continue with the discussions at the next session.

6. Public Works Administrator Dennis Wray and Tracy Hillegeist and Spencer Maxwell, Airport managers, appeared to discuss the fuel tanks and fuel at the airport. Commissioners discussed an Airport Advisory Board and encouraged the managers to attempt to get several people willing to serve on the board.

Dennis presented pictures of a conveyor and requested permission to put it on PurpleWave.  Commissioners gave him permission.

7. Lyons City Clerk Rebecca Schechter appeared to get approval for an invoice for the airport. Commissioner Wiens moved to approve the invoice to Midwest Energy for the Airport Obstruction Project in the amount of $85,936.00 with the FAA Grant paying 90%.  The motion carried unanimously following a second by Commissioner Wilson.  Commissioner McCloud moved to approve the invoice for Kirkham Michael Associates in the amount of $1,056.04 for the Airport Obstruction Project.  The motion carried unanimously following a second by Commissioner Wiens.

8. County Clerk Alicia Showalter presented various updates. She answered several questions regarding the accounts payables paid on September 15th.  Alicia presented a request from the committee for the Relay for Life for use of the Courthouse lawn on June 8, 2018.  Commissioners authorized permission for the use of the lawn for the event.  Alicia presented copies of the completed application for property, liability and auto coverage from KCAMP for the Commissioners to review.

9. Treasurer Clint Bieberle appeared and requested an executive session. Commissioner Wiens moved to go into executive session from 11:02 to 11:15 for non-elected personnel matter concerning policy in the Treasurer’s office.  The motion carried unanimously following a second by Commissioner Wilson.

Commissioners returned to open session.

10. Detention Supervisor Tim Weaver and Sheriff Bryant Evans appeared and requested an executive session. Commissioner Wiens moved to enter into executive session from 11:20 to 11:35 for non-elected personnel in the jail. The motion carried unanimously following a second by Commissioner Wilson.  County Counselor Scott Bush and County Clerk Alicia Showalter were present for the session.

Commissioners returned to open session.

11. Commissioner Wiens moved to enter into executive session from 11:48 to 12:10 concerning trade secrets of a corporation. The motion carried unanimously following a second by Commissioner Wilson. County Counselor Scott Bush, County Clerk Alicia Showalter, Economic Development Director Stacy Clark and Sterling City Administrator Taggert Wall were present for the session.

Commissioners returned to open session.

12. Commissioner McCloud adjourned the meeting.
