Minutes – July 31, 2017

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room of the Courthouse.

2. Commissioner Wiens moved to approve the agenda with the addition of Josh Michaelis at 10:45 and the deletion of John Sweet at 10:30 and approve the minutes of the July 24th session as prepared. The motion carried following a second by Commissioner Wilson.

3. There were no public comments.

4. Public Health Administrator Marci Detmer and Nurse Pam Guldner appeared to present updates to the Commissioners. Marci reported on information that the Commissioners had requested at a previous session regarding the hiring of an LPN or RN.  Commissioners gave her permission to hire a part time RN for 56 hours per pay period and no health insurance.

5. County Clerk Alicia Showalter requested an executive session. Commissioner Wiens moved to enter into executive session from 9:25 to 9:45 to review work comp accident reports.  The motion carried unanimously following a second by Commissioner Wilson.

Commissioners returned to open session.

Commissioner Wiens moved to enter into executive session from 9:45 to 9:55 to review a non-elected personnel matter.  The motion carried unanimously following a second by Commissioner Wilson.  County Clerk Alicia Showalter was present for the session.

6. Sheriff Bryant Evans appeared to present updates to the Commissioners. He reported on a new hire and repairs to a vehicle involved in an accident.

7. Alicia presented a letter for signature. The letter is from Economic Development Director Stacy Clark for an In Kind Match for a grant.   Commissioner Wiens moved to authorize the chairman sign the letter allowing SCKEDD to use In Kind Match figures for the EDA Planning Grant.  The motion carried unanimously following a second by Commissioner Wilson.

Alicia presented a request for a donation for a safety book that is being sponsored through the Lyons Police Department.  Following discussion regarding numerous donations made for safety programs throughout the County, it is determined that a donation has been made by the Sheriff Department and no further donations will be made at this time.  Alicia will report back to the vendor of the decision.

Alicia requested permission to use the Courthouse lawn for the Relay for Life on June 8, 2018.  Commissioners have requested some additional information prior to authorizing permission being granted.

8. Communications Supervisor Josh Michaelis appeared to request permission to hire for a vacancy. Commissioners gave Josh permission to begin the hiring process.  Commissioners asked questions regarding a new radio system of analog versus digital.

9. Noxious Weed Director Levi Beaver appeared to discuss hiring a new employee for the department. Commissioners authorized him to proceed with the hiring process.

10. Commissioner Wiens moved to enter into executive session from 11:17 to 11:35 for a non-elected personnel matter concerning the appraiser. The motion carried unanimously following a second by Commissioner Wilson. County Counselor Scott Bush was present for the session.

Commissioner Wilson moved to enter into executive session from 11:40 to 11:45 for a non-elected personnel matter concerning the appraiser.  The motion carried unanimously following a second by Commissioner Wiens.  County Appraiser Gayla Godfrey was present for the session.

11. Commissioners participated in a conference call with Kingman County Commissioners. Commissioners informed them that Rice County is not interested in participating in an interlocal agreement for appraisal services.

12. Commissioners reviewed the proposed 2018 budget. Following discussion, Commissioners agreed on a 2018 proposed budget and authorized the County Clerk to publish the Notice of Public Hearing.

13. Commissioners reviewed and approved month-end vouchers.

14. Commissioner McCloud adjourned the meeting.
