Commissioners Wiens & Wilson Present
Commissioner Wiens Presiding

1. Commissioner Wiens called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wilson moved to approve the agenda with the addition of Marci Detmer at 9:30 and the minutes of the June 26th session as prepared. The motion carried following a second by Commissioner Wiens.

3. There were no public comments.

4. County Clerk Alicia Showalter presented a document to nominate voting delegates for the Kansas Association of Counties Annual Conference. Commissioner Wiens moved to nominate Commissioner Wilson as the Voting Delegate, Commissioner Wiens as the 1st Alternate and County Clerk Alicia Showalter as the 2nd  The motion carried following a second by Commissioner Wilson.

Alicia presented a membership form for the Little River Chamber of Commerce.  Commissioner Wiens moved to pay the membership dues for the Little River Chamber of Commerce in the amount of $50.00 for a non-profit organization.  The motion carried following a second by Commissioner Wilson.

Commissioners reviewed the vouchers from last week that had been questioned.  Following review, the vouchers were approved to be paid.

Alicia reported from Public Works Administrator Dennis Wray regarding the completion of the project of removing the picnic pavilion at Buffalo Bill’s Well.

Alicia requested an executive session.  Commissioner Wiens moved to enter into executive session from 9:12 to 9:22 for Liability Claim and Unemployment claim information.  The motion carried following a second by Commissioner Wilson.

Commissioners returned to open session.

5. Public Health Administrator Marci Detmer appeared to discuss hiring for a recent vacancy in the department. She reported on the number of clients for various programs at the Health Department.  Marci presented a copy of an ad for hiring an RN for the vacancy.  Following further discussion, the decision to allow hiring an RN has been tabled until the next session.

6. Commissioner Wiens moved to go into executive session from 9:43 to 9:48 for a non-elected personnel matter concerning wages. The motion carried following a second by Commissioner Wilson.  Public Health Administrator Marci Detmer and County Clerk Alicia Showalter was present for the session.

7. Commissioner Wiens opened the Public Hearing at 10:00 for the purpose of closing 29th Road between Avenue X and Avenue Y. Written statements from surrounding property owners, Bruce Chavis and John Butler, in favor of closing the road were reviewed.  Larry White and Jim Theis appeared and expressed their support for vacating the road.  Commissioner Wiens closed the public hearing.  Commissioner Wilson moved to adopted Resolution 12-2017 (Vacation of 29th Road between Avenue X and Avenue Y).  The motion carried following a second by Commissioner Wiens.

8. Communications Supervisor Josh Michaelis appeared to present updates to the Commissioners. He reported on an open records request and is seeking direction on a few issues.  Further information was shared by County Counselor Scott Bush to charge reasonable fees for the data request.  Josh updated the Commissioners regarding the end of life of the computer server for the department.

Commissioner Wiens requested an executive session from 11:10 to 11:15 for a non-elected personnel matter.  The motion carried following a second by Commissioner Wilson.  Communications Supervisor Josh Michaelis, County Counselor Scott Bush and County Clerk Alicia Showalter were present for the session.

Commissioner Wiens moved to go into executive session from 11:15 to 11:20 for a non-elected personnel matter.  The motion carried following a second by Commissioner Wilson.  Communications Supervisor Josh Michaelis, County Counselor Scott Bush and County Clerk Alicia Showalter were present for the session.

Commissioners returned to open session.

9. County Clerk Alicia Showalter presented an email from Judge Richard Burgess regarding fees paid to indigent attorneys. Further information will be obtained and any action taken at a future session.

10. County Counselor Scott Bush reported that the Tax sale will take place on Thursday July 6th at 10:00.

11. Commissioner Wiens adjourned the meeting.
