Minutes – July 24, 2017

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wilson moved to approve the agenda and the minutes of the July 17th session as prepared. The motion carried unanimously following a second by Commissioner Wiens.

3. There were no public comments.

4. EMS/EM Director Greg Klein appeared to present updates to the Commissioners. He reported that there will be three employees that will be attending Barton County Community College and remodeling supply room with new cabinets and countertop using some donated funds.  Greg discussed attempting to make an extra payment on the lease/purchase of the new ambulance and then starting specs for another new ambulance.  Greg reported on the new radio system and the testing that they are conducting.

5. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. Commissioner McCloud moved to go into executive session from 9:32 to 9:50 for non-elected personnel concerning policy.  County Clerk Alicia Showalter was present for 10 minutes of the session and then left.

Commissioners returned to open session.

6. Commissioner Wiens moved to enter into executive session from 9:50 to 10:00 for non-elected personnel matter concerning job status. The motion carried unanimously following a second by Commissioner Wilson.

7. Dennis reported the backhoe at the landfill. He presented quotes for a new replacement backhoe.  Commissioners requested additional quotes and a report back in the near future.  Dennis discussed the inspection of Bridge #77 on Avenue N between 17th Road and 18th  He is waiting on a load rating and will then need a decision on the replacement of the bridge.

8. Magistrate Judge Richard Burgess and District Court Clerk Jane Hrabik appeared to discuss indigent attorney contracts. Further information will be obtained, discussion conducted and any adjustments made on the indigent contracts upon renewal.

9. Commissioners conducted a conference call with the Kingman County Commissioners. Rice County Commissioners Derek McCloud, Jared Wilson, and Debbie Wiens; County Clerk Alicia Showalter; County Counselor Scott Bush, Appraiser Gayla Godfrey; reporters Renee Wilson and Ryan Carlson were present for the session Kingman County Commissioners John Steffen and Jerry Henning; County Counselor John Caton; County Clerk Carol Noblett; Deputy Appraiser Amber Hartley; reporter Jason Jump; Public Works Director Charlie Arensdorf; County Engineer Steve Bachenberg; Communications Coordinator Nancy Borst; citizens Larry Landware and Carol Voran were present for the conference call.  Discussion was conducted concerning contracting with Kingman County to provide Appraiser services one day a week.  Further information (contract and interlocal agreement) will be obtained and discussion conducted at a future date.

10. Commissioner Wiens moved to enter into executive session from 11:05 to 11:30 for a non-elected personnel matter concerning the Health Department. The motion carried unanimously following a second by Commissioner Wilson. County Counselor Scott Bush was present for the session.

Commissioner Wiens moved to enter into executive session from 11:30 to 11:35 for a non-elected personnel matter concerning the Health Department.  The motion carried unanimously following a second by Commissioner Wilson.  County Counselor Scott Bush was present for the session.

11. Lyons City Administrator John Sweet presented NRA #17 for approval. Commissioner Wiens moved to approve the NRA #17 with the City of Lyons. The motion carried following a second by Commissioner Wilson.  Commissioners Wiens and Wilson voted in favor and Commissioner McCloud abstained from the vote.  John updated the Commissioners on the airport obstruction project, KDOT traffic report, and 800mz radio system.

12. Commissioners talk to Josh Michaelis via telephone regarding the 800mz radio system. Further discussion will be conducted in the near future.

13. Commissioners reviewed the proposed budget figures and will set the final budget at the next session.

14. Commissioner McCloud adjourned the meeting.
