Minutes – June 26, 2017

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda with the deletion of Deb Sowers at 11:45 and the minutes of the June 19th session as prepared. The motion carried unanimously following a second by Commissioner Wilson.

3. There were no public comments.

4. Economic Development Director Stacy Clark appeared to request permission to purchase a new laptop computer due to a hard drive problem. She presented a quote from Gilmore Solutions and Dell Computer.  Following discussion, Commissioners requested more information regarding software.  Stacy will check it out and return later today for action on the purchase.  Stacy presented an update on an invitation from Representative Roger Marshall to attend a roundtable session at the Celebration Centre on July 5th.

5. Steve Reed with the Rice County Historical Society appeared to discuss an issue with the maintenance at Buffalo Bill’s Well. The Society is requesting the removal of the picnic pavilion at the sight by the County due to excessive trash left at the site.  Commissioners will look at the site and proceed with the removal of pavilion.

Charlene Akers with the Historical Society appeared to inform the Commissioners of two exhibits at the Coronado Quivira Museum in the future.  The first exhibit is titled ‘Spirited Prohibition in America’ and will be at the museum from November 10, 2017 to January 7, 2018.  It will be one of only 23 sites for the exhibit.  The second exhibit is titled ‘POW’s from the American Revolution to today’ and is one of 3 in the nation.  The dates of the exhibit will be shared in the near future.

6. County Clerk Alicia Showalter presented a contract from The Verdin Co. for an annual maintenance contract for the courthouse clock in the amount of $650.00 annually. Commissioners do not want to enter into the contract at this time.

7. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. Commissioners discussed the removal of the picnic pavilion at Buffalo Bill’s Well and instructed Dennis to proceed with the removal.  Dennis reported on the inspection of the 4 fracture critical bridges.  He reported that the cost will be approximately $18,000.  Dennis reported that he will be sending two employees to a road signing class this summer.  Dennis reported that he has been contacted by the Sheriff regarding maintenance of the department vehicles.  Dennis will bring the shop foreman back with him to discuss this issue during the Sheriff’s scheduled appointment later this morning.

8. County Clerk Alicia Showalter requested an executive session. Commissioner Wiens moved to enter into executive session from 9:45 to 9:55 for a potential lawsuit update and a non-elected personnel matter concerning policy.  The motion carried unanimously following a second by Commissioner Wilson.

9. Public Health Administrator Marci Detmer appeared to present updates to the Commissioners. Commissioners asked several questions concerning a contract with the dietician from Barton County for the WIC program.  An error was discovered on the contract.  Marci will get the contract corrected and return it for approval at the next session.  Marci reported that they had their 4th Annual Community Baby Shower and it was a success.  Marci updated the Commissioners on various grant programs.  Marci reported that a department RN has resigned and she is requesting permission for replacement.  The RN vacancy replacement has been tabled for further discussion.

Commissioner Wiens moved to enter into executive session from 10:10 to 10:25 for a non-elected personnel matter.  The motion carried unanimously following a second by Commissioner Wilson.  Public Health Administrator Marci Detmer was present for the session.

10. Detention employee Zach Tommer appeared and requested an executive session. Commissioner Wiens moved to enter into executive session from 10:32 to 10:55 for a non-elected personnel matter concerning an employee of the Rice County Sheriff’s Office. County Counselor Scott Bush was present for the session.

11. Commissioner Wiens moved to enter into executive session from 10:55 to 11:15 for attorney client privilege concerning a contract. The motion carried unanimously following a second by Commissioner Wilson. County Counselor Scott Bush was present for the session.

12. Sheriff Bryant Evans appeared to discuss the vehicle maintenance of Sheriff Department vehicles. He referenced ASE certification and EVT certification for servicing the vehicles. The Rice County Public Works shop does not have anyone that is ASE or EVT certified.  Commissioners informed the Sheriff that he needs to obtain bids for repairs/purchases when there is or is a potential for conflict of interest.

13. Economic Development Director Stacy Clark returned with additional information regarding computer quotes. The bottom line price quotes are:
Gilmore Solutions               $1,899.00 w/3 yr. warranty
Dell Computer                    $1,325.00 plus additional labor and a limited warranty
Commissioner McCloud moved to approve the purchase of a laptop computer from Dell with a 3 year warranty in an amount not to exceed $1,000 upon verification from Gilmore Solutions that everything necessary can be put on the computer.  The motion carried unanimously following a second by Commissioner Wilson.

14. Appraiser Gayla Godfrey appeared to report to the Commissioners that Kimble Mapping will be installing sync software that will allow continual updating of the mapping for Rice Co. Commissioner McCloud moved to go into executive session from 12:05 to 12:20 for a non-elected personnel issue. The motion carried unanimously following a second by Commissioner Wiens.  Appraiser Gayla Godfrey was present for the session.

15. Commissioner Wilson moved to approve the 4 year appraiser contract with an increase to $58,000 per year. The motion carried unanimously following a second by Commissioner Wiens.

16. Commissioner Wiens moved to approve Resolution 11-2017 (Appointment of Gayla Godfrey as Appraiser for Rice County). The motion carried unanimously following a second by Commissioner Wilson.

17. County Clerk Alicia Showalter asked the Commissioners about continued participation in the wellness program with Healthy Alliance. Commissioners do not wish to participate in the program as there is not enough employees participating in the program.

Alicia presented a letter from KAC regarding the voting of a NACO representative.  Commissioner Wiens moved to complete the ballot from KAC to vote for Richard Malm, Jefferson County Commissioner, for a 2 year term as the NACO representative.  The motion carried unanimously following a second by Commissioner Wilson

18. Commissioners agreed to meet at 4 p.m. on Thursday, June 29th to review and approve month-end vouchers.

19. Commissioner McCloud adjourned the session.
