Minutes – June 19, 2017

Commissioner McCloud Presiding
1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda and the minutes of the June 12th session as prepared. The motion carried unanimously following a second by Commissioner Wilson.

3. There were no public comments.

4. Commissioner McCloud moved to enter into executive session from 9:05 to 9:30 for a non-elected personnel matter concerning policy. The motion carried unanimously following a second by Commissioner Wiens.

Commissioners returned to open session.

5. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. He discussed the renting of a steel roller and requested permission to make the purchase.  The amount of the roller was $35,000 with $4,700 for the rental applied to the purchase price.  Commissioner McCloud moved to purchase the Bomag Steel Roller in an amount not to exceed $30,700.  The motion carried unanimously following a second by Commissioner Wiens.

6. County Clerk Alicia Showalter present a solid waste special for approval to remove the specials beginning with the 2017 tax year. Commissioners approved the removal.

7. Commissioner Wiens moved to go into executive session from 9:58 to 10:08 for a non-elected personnel performance appraisal. The motion carried unanimously following a second by Commissioner Wilson.  EMS/EM Director Greg Klein was present for the session.

Commissioners returned to open session.

8. Greg Klein reported on the status of the seal for a window in the Health Department. He is currently waiting on a report of the fix before proceeding with the repair of the remaining windows.  The repairs will be funded by the EMS and Health departments.

9. Chris Onstad, NE Regional Extension Director and Kristi Showalter, Executive Board Member of the Rice County Extension Council appeared to discuss Districting for the Extension Council. Various scenarios were discussed and questions answered.  Commissioners indicated that they are very interested in Districting the Extension Council and the Rice County Executive Board will make a recommendation in the near future.  The timeline for the completion of the process is December 31, 2017.

10. Lyons City Administrator John Sweet appeared to present a change to the AWOS System for approval. Supplemental Change #1 to the AWOS System Grant in the amount of $176,889 for an increase of $61,889 was discussed. Commissioner McCloud moved to approve the change.  The motion carried unanimously following a second by Commissioner Wiens.

11. Commissioner Wiens moved to go into executive session from 11:10 to 11:30 for non-elected personnel matters concerning hiring. The motion carried unanimously following a second by Commissioner Wilson. County Counselor Scott Bush was present for the session.

Commissioners returned to open session.

12. Sheriff Bryant Evans appeared to request approval to rehire for a position vacancy. Commissioners informed him that this was within his statutory authority to rehire as the position has been created. There was discussion regarding repairs to the Sheriff’s department vehicles and the Sheriff wants to schedule a different time to discuss the matter.

13. County Clerk Alicia Showalter presented the 2018 Dispatch-Communications Agreements for approval. Commissioner Wiens moved to approve the Dispatch-Communications Agreement between Rice County and the City of Sterling in the amount of $35,280.00. The motion carried unanimously following a second by Commissioner Wilson.

Commissioner Wiens moved to approve the Dispatch Communications agreement between Rice County and the City of Lyons in the amount of $52,920.00.  The motion carried unanimously following a second by Commissioner Wilson.

Alicia reported and discussed other projects including trees on the Courthouse lawn, the employee manual updates, and the 2018 budget.

14. Commissioner McCloud adjourned the meeting.
