Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the agenda and the minutes of the May 8th session as prepared. The motion carried unanimously following a second by Commissioner Wilson.

3. There were no public comments.

4. District Administrative Judge Mike Keeley, Magistrate Judge Richard Burgess, John Isern, and Sabrina Chism appeared to present the District Court 2018 Budget request. The amount of the budget request is $66,370.00.  The proposal was reviewed.  Indigent attorney expenditures were discussed and various other questions were answered.

5. Noxious Weed Director Levi Beaver appeared to present the 2018 Budget requests for Noxious Weed and Planning & Zoning. The request for the Planning & Zoning department is $24,535.96 and the request for the Noxious Weed department is $280,622.04.

6. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. He reported that the Sheriff would like some rock behind the Law Enforcement Center.  Commissioners authorized him to put down the rock and bill the Sheriff’s Office.  Dennis reported on repairs to the Volvo landfill backhoe and the purchase of a roller.  The 2018 Budget requests were reviewed.  Road & Bridge department request is $1,402,020.  Solid Waste department request is $483,580.  Airport department request is $85,267.  Various questions were answered and line items of the budget were reviewed.

7. Economic Development Director Stacy Clark appeared to present the 2018 budget request for the department. The amount of the request is $63,582.  Stacy reviewed and answered various questions about the budget request.  Stacy presented various updates for the department.

8. Rena Billington with Soil Conservation appeared to present the 2018 Budget request for the agency. The amount of the request is $30,000.  She answered various questions regarding the presentation.

9. County Attorney Scott McPherson appeared to present the 2018 Budget request for the department. The amount of the request is $176,492.44.  Scott answered various questions concerning Diversion funds and the County Attorney department.

10. County Clerk Alicia Showalter presented 2018 Budget requests for various departments. The amount of the request for the Administrative department is $537,000. The amount of the request for the County Clerk department is $154,859.  The amount of the request for the Commissioners department is $76,750.  The amount of the request for the Commissioners Special department is $1,647,390.  The amount of the request for the Courthouse department is $70,650.  The amount of the request for the Election department is $68,900.  Alicia answered various questions about the budget requests.

11. Register of Deeds Rhonda Hunt appeared to present the 2018 Budget request for the department. The amount of the request is $93,830.48. Various questions were answered regarding any changes in the budget.

12. County Counselor Scott Bush appeared and presented updates to the Commissioners. Indigent attorney expenses were discussed. The County Clerk will need to keep a recap of the indigent attorney expenses.

13. Lyons City Administrator John Sweet appeared to get approval of the Midwest Energy agreement for the power pole removal and marking. The amount of the agreement is $85,936. Commissioner Wiens moved to approve the agreement with Midwest Energy for Air Obstruction Removal in the amount of $85,936 subject to FAA Grant approval.  The motion carried unanimously following a second by Commissioner Wilson.

14. Appraiser Gayla Godfrey appeared to present the 2018 Budget request for the department. The amount of the request for the Appraiser department is $200,184. The amount of the request for the GIS department is $14,800.  She answered various questions regarding the budgets.

15. Commissioner Wiens authorize the Management letter to be signed for the 2016 Audit. The motion carried unanimously following a second by Commissioner Wilson.

16. Commissioners discussed the renewal for the health insurance for county employees. Julie Yarmer with Freedom Claims Management was contacted by telephone and answered various questions concerning the renewal. Further information will be obtained and a decision will be made at the next session.

17. Commissioners reviewed and approved mid-month vouchers.

18. Commissioner McCloud adjourned the meeting.
