Minutes – April 10, 2017

Commissioner McCloud Presiding

1. Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2. Commissioner Wiens moved to approve the minutes of the agenda changing Amy Pieplow to Marci Detmer at 12:00 and Greg Johannsen with Wilson Township at 12:30. The motion carried unanimously following a second by Commissioner Wilson.  Commissioner Wiens moved to approve the minutes of the April 3rd session as prepared.  The motion carried unanimously following a second by Commissioner Wilson.

3. There were no public comments.

4. Public Works Administrator Dennis Wray appeared to present updates to the Commissioners. He discussed the Household Hazardous Waste collection on April 22nd.  Dennis presented some quit claim deeds for the ROW at the intersection of 18th Road and Avenue Q for corrected signature pages.  The original action was taken on the deeds at the March 27th  He reported that there will be no price change from Reno County for solid waste.

5. Julie Yarmer with Freedom Claims Management, Inc. appeared to present the renewal for the health insurance for county employees. Commissioners will review the renewal and will get contracts back to her in the near future.

6. Kevin Steckley with Windsor HR services appeared to present a proposal to the Commissioners.

7. County Clerk Alicia Showalter requested an executive session. Commissioner Wiens moved to enter into executive session from 11:15 to 11:30 for non-elected personnel matter concerning policy.  The motion carried unanimously following a second by Commissioner Wilson.  County Counselor Scott Bush was present for the session.

Commissioners returned to open session.

8. Mark Hinde with Southwest Developmental Services, Inc. (SDSI) appeared to present the 2018 Budget request for the agency. The amount of the request is $59,512.00.  Mark reviewed the request and answered various questions.  Commissioners will add the request to the budget and report back in the future.

9. Wilson Township Clerk Greg Johannsen appeared to discuss a low water crossing in the township on 19th Road between Avenue R and Avenue S. Commissioners informed him that the Public Works Administrator was checking it out and they would report back to him in the near future.

10. Commissioners discussed the erection of a church sign on county property. County Counselor Scott Bush will draft a lease agreement letter for approval at the next session.

11. County Clerk Alicia Showalter presented two proposals for new election equipment, consolidation to one central polling place, comparison of cost savings, and recommendation of equipment purchase. Alicia answered numerous questions concerning the equipment purchase. A decision will be made at a future session.

12. Commissioner McCloud presented an updated fire damage report and discussed some possible damage costs. Commissioner McCloud will get final figures and report back at the next session.

13. Public Health Administrator Marci Detmer requested an executive session for a non-elected personnel matter. Commissioner Wilson moved to enter into executive session from 12:45 to 1:00 for a non-elected personnel matter concerning employment status of an employee. The motion carried unanimously following a second by Commissioner Wiens.  County Counselor Scott Bush and County Clerk Alicia Showalter were present for the session.

The Commissioners returned to open session.

14. County Counselor Scott Bush requested an executive session. Commissioner Wilson moved to enter into executive session from 1:00 to 1:05 for attorney/client privilege. The motion carried unanimously following a second by Commissioner Wilson.

15. Commissioners agreed to meet at 4:00 p.m. on Thursday, April 13th to review and approve mid-month vouchers.

16. Commissioner McCloud adjourned the meeting.
