Minutes – January 30, 2017

Commissioner McCloud Presiding

1.     Commissioner McCloud called the meeting to order at 9:00 a.m. in the Commissioners Room at the Courthouse.

2.     Commissioner Wiens moved to approve the agenda and the minutes of the January 23rd session as prepared.  The motion carried unanimously following a second by Commissioner Wilson.

3.     There were no public comments.

4.     Commissioners had a study session.  There were reports on meetings that the new Commissioners attended last week.  Several bills that are in the Legislature were discussed.

5.     Commissioner McCloud moved to enter into executive session from 9:20 to 9:30 for a non-elected personnel update.  The motion carried unanimously following a second by Commissioner Wiens.

Commissioners returned to open session.

6.     Commissioner Wilson moved to enter into executive session from 9:30 to 9:40 for non-elected personnel update.  The motion carried unanimously following a second by Commissioner Wiens.

Commissioners returned to open session.

7.     Public Works Administrator Dennis Wray appeared to present updates.  He presented a copy of the airport landing and takeoff reports that he gets every month from the airport manager.  Dennis presented quotes for a shop press as follows:

IBT                                       $3,500.63

Gray Manufacturing           $3,695.00

Dennis will purchase the shop press from IBT in the amount of $3,500.63.

Dennis discussed the information presented on grader tires.  Commissioner Wiens moved to purchase 12 tires in the amount of $635.00 each for a total of $7620.00 from Tire Dealers Warehouse.  The motion carried unanimously following a second by Commissioner Wilson.

8.     Commissioner Wiens moved to enter into executive session from 9:55 to 10:05 for a non-elected personnel performance appraisal.  The motion carried unanimously following a second by Commissioner Wilson.  Public Works Administrator Dennis Wray was present for the session.

9.     Economic Development Director Stacy Clark appeared to present updates to the Commissioners.  Stacy requested permission to attend the Heartland Economic Development Course in Blue Springs, MO.  Commissioners gave her permission to attend the course.

10. Noxious Weed Director Levi Beaver appeared to present updates to the Commissioners.  Commissioner McCloud moved to enter into executive session from 10:45 to 11:00 for a non-elected employee performance appraisal.  The motion carried unanimously following a second by Commissioner Wilson.  Noxious Weed Director Levi Beaver was present for the session.

Commissioners returned to open session.

11. Detention Supervisor Tim Weaver appeared to discuss hiring an employee that is 19 years of age.  Commissioners knew of no reason that the applicant can’t be hired.

12. Mike Metz and Tonja Sowder with Syndeo appeared to present a proposal for Rice County for Human Resources Service.  Commissioners asked various questions.  They will review the proposal and report back in the near future.

13. County Clerk Alicia Showalter presented information regarding a possible indigent attorney declining the contract due to conflict of interest.  She presented information on a notification from an indigent attorney concerning 2 cases that will go over the limit of $400.

Alicia presented a letter of support for signature.  Commissioner Wiens moved to authorize the chairman sign the letter of support for the City of Lyons Grant application.  The motion carried unanimously following a second by Commissioner Wilson.

Alicia presented the 2016 Fixed Assets report for approval.  Commissioner McCloud moved to approve the 2016 Fixed Assets report.  The motion carried unanimously following a second by Commissioner Wiens.

Alicia presented a request from a company called Vendor Registry.  Commissioners indicated they are not interested as this time.   Alicia presented information from Benefits Direct who is beginning the process of taking over the management of Rice County’s employee benefits.

Commissioners discussed the declaration of the Official County Newspaper.  Following the discussion, Commissioner McCloud moved to adopt Resolution 3-2017 declaring the Sterling Bulletin as the Official County Newspaper for 2017.  The motion carried following a second by Commissioner Wilson with Commissioners McCloud and Wilson voting in the affirmative and Commissioner Wiens abstaining from the vote.  Commissioners determined that all interested newspapers will be reviewed for rotation as the Official County Newspaper.

Alicia requested an executive session.  Commissioner McCloud moved to enter into executive session from 12:45 to 1:00 concerning a potential lawsuit.  The motion carried unanimously following a second by Commissioner Wilson.

Commissioners returned to open session.

14. Commissioners reviewed month-end vouchers.

15. Commissioner McCloud adjourned the meeting.
